Our Story

How We Got Here

The executives behind EOP Foundation came out of the federal government itself — from budget offices, regulatory agencies, and the senior executive ranks of federal departments — carrying the institutional knowledge that only comes from having been on the inside.

They founded EOP Foundation in 1992 as a 501(c)(3) nonprofit with a single animating conviction: that access to that knowledge should not be reserved for the few. That the communities, organizations, and institutions the federal government is built to serve deserved an advocate who understood the system from the inside out.

More than three decades later, that conviction is still the foundation of everything we do.

Why We Exist

EOP Foundation exists to bridge the distance between the federal government and the people who need to work within it.

We serve clients across the full spectrum of the federal landscape — territorial governments, tribal nations, private sector organizations, nonprofit coalitions, and underserved communities — with the same nonpartisan, mission-driven, analytically rigorous approach.

Our mission is public interest, not profit. Our method is institutional knowledge, not political leverage.

EOP Foundation serves clients across the political spectrum and takes no partisan position. Our credibility with federal decision-makers depends on it. Our work is evaluated on its analytical merit and factual integrity — not on who occupies the White House or which party controls the chamber.
